Combine Radios Codes & Violation Codebook
Standardized list of Union-approved infraction codes used by Civil Protection and Overwatch personnel.




10-Codes (Radio Communication)

  • 10-0 — Begin scanning / active search.
  • 10-2 — Signal clear / all systems functional.
  • 10-4 — Affirmative / Understood.
  • 10-7 — Out of service / unavailable.
  • 10-8 — On duty / available for dispatch.
  • 10-10 — Off-duty / minor standby.
  • 10-15 — Suspect in custody / detained.
  • 10-20 — Location query (“Report your 10-20.”).
  • 10-25 — Report to / Meet with.
  • 10-30 — Unauthorized radio transmission.
  • 10-50 — Vehicle accident / mechanical incident.
  • 10-65 — Unit status check.
  • 10-78 — Requesting backup / assistance required.
  • 10-97 — Arrived on scene.
  • 10-99 — Officer down / emergency.
  • 11-99 — Critical situation, all units respond.

These are used in both CP and OTA radio communication. Certain codes (10-4, 10-8, 10-20, 10-78, 10-99) play audible Combine voice responses when used in chat.




Violation Codes (Civil Infractions & Crimes)

Each violation code corresponds to a level of non-compliance or anti-civil activity. Codes may be combined when processing detainees at terminals.

:: Level 1 — Minor Infractions (Verbal Warning / 1–3 Points)
  • 10-103 — Public disturbance / disorderly conduct.
  • 10-103M — Mental instability (erratic or incoherent citizen).
  • 51A — Littering / vandalism (minor property damage).
  • 63 — Criminal trespass (unauthorized presence in restricted area).
  • 69 — Possession of small contraband (e.g. food ration abuse).
  • 505A — Idle loitering / refusing to disperse.
  • 507 — Non-compliance with lawful order.
  • 647A — Public indecency / unsolicited display.

:: Level 2 — Standard Violations (Detainment / 4–6 Points)
  • 51B — Threat to property (graffiti, barricading, tampering).
  • 62 — Tampering with alarms / communication devices.
  • 63S — Illegal operation or use of prohibited technology.
  • 69B — Possession of prohibited items / contraband (Class B).
  • 94 — Weapon possession (unauthorized armed citizen).
  • 95 — Illegal carrying (concealed weapons or tools).
  • 603 — Unlawful entry / breaking and entering.
  • 604 — Unauthorized use of transport or machinery.
  • 647E — Anti-citizen expression / seditious propaganda.

:: Level 3 — Hostile / Criminal Activity (Severe Detainment / 7–9 Points)
  • 148 — Resisting arrest / obstruction of unit operations.
  • 151 — Threatening a Civil Protection officer.
  • 187A — Attempted assault on an officer.
  • 243 — Physical assault on a Civil Protection officer.
  • 390 — Public intoxication / chemically impaired behavior.
  • 404 — Riot or unlawful assembly.
  • 505 — Confirmed anti-citizen / resistance affiliation.
  • 603B — Infiltration / security breach (city core access without clearance).
  • 647F — Possession of rebel propaganda or illicit data.

:: Level 4 — Capital Violations (Judgement Waiver / Final Verdict)
  • 187 — Murder / confirmed killing of a Combine or civilian.
  • 207 — Hostage situation or abduction.
  • 223 — Sabotage of Combine property or infrastructure.
  • 245 — Armed resistance (open firefight / insurgency).
  • 404X — Organized rebellion or mass uprising.
  • 505X — Designated anti-citizen one (lead insurgent).
  • 999 — Global security breach / city destabilization event.

Protocol Note: Level 4 violations authorize “Amputation” (lethal force) under a declared Judgement Waiver. Use caution and confirm authorization before execution.




Example Usage
  • “Suspect located at my 10-20. Violations 63 and 69 — requesting 10-78.”
  • “Unit 17-4 reporting a 94 in the Plaza — armed citizen, non-compliant.”
  • “Dispatch, possible 505 near the Outlands gate. Beginning scan, 10-0.”

When processing detainees, enter the violation codes at the Combine terminal to log the offense and assign re-education points or detainment cycles accordingly.

Terminology Index

List of terms used by the Combine in communication

Amputate - To kill or execute a subject
Anti-Citizen - Individuals who had their citizenship removed
Assemble - Meet at stated location
Biotic - Vortigaunts; Occasionally used to describe any lifeform
Block - A public location open to the civil populace
Cauterize - Cut off an area from the public populace
Clamp - Stay at a designated area and watch over it
Coagulate - Spread out in a control sector, all PT units must have visual contact on all members
Confirm - Radio in the aftermath of your activity
Contain - Control and stabilize a situation
Deploy - To deploy into an area, objective, etc.
Deservice - A unit’s death by any means
Duty - General operations as a functionary
Expose - To find and expose a target, individual, or other
Inject - To move into a location
Interlock - To group and form a Protection Team
Necrotic - A zombie of any kind
Pacify - Control the citizens in the area
Parasitic - Headcrab of any kind
Ripcord - Retreat to a location or Nexus
Sterilize - Clean up the operation or scene
Verdict - Numeric index of a transgression
