Around the city no matter where you go, you see this speech taped to the walls; it is the "Co-Minister" and his promises if he were to become Consul.
What do I promise as Consul? I promise to do something many other Consuls will not do. I promise to shell the outlands daily making the lives of those who do not cooperate a living hell, I promise to make a security council, I promise to support the CWU and support small and large businesses, I promise to liquidate the Biotic class, I promise to lower the price of clothing for regular citizens; so that we look not as a slum but as a beacon of loyalty and wealth directly shining in the counter collaborators face, melting it off with the sheer industrial efficiency from our factories. That's right, all under the banner of Moter. The greatest part of my plan; removing the citizenry class, the class constantly oppressed by themselves living under the state of constant ration welfare. How you may ask? The "Citizen" will no longer be able to obtain rations, they will be barred from such luxuries they most obviously do not deserve. To make man work you must understand that man needs a little push, the Combine will give them that push inspiring them to work under possible criminal charges of insubordination. The standard CWU will be revoked, no longer will man exude under one loyalty tier, I plan to introduce a three tiered system. Insubordination will not be tolerated, no matter who you are. You are below me if you live in the city, that is my guarantee. If you are a high rank in anything, not following my orders is an act of treason, the highest treason. Not following my orders means certain death no matter where you stand, Civil Worker, Loyalist, Security Council, Civil Protection, Overwatch Transhuman Arm; disobedience to me directly will result in certain death. If you do not agree to my rule, that is fine, if you do not agree with my positions that is fine. Stand back and watch monumental societal change unfold before your eyes and obey my orders.
