Civil Protection – Official Player Guide (HL2RP)

“Serving the Union is its own reward.”



Introduction

The Civil Protection, also known as the Combine Civil Authority (CCA), are the human enforcers of the Combine.
Their duty: to maintain order, suppress rebellion, and enforce loyalty among citizens.
Joining this faction grants access to unique commands, equipment, and authority — but also responsibility.

Joining the Civil Protection

To become CP, you must first gain experience (XP) as a citizen. Once you meet the requirement (often around 100 XP), you can apply to join through the character menu.

Before acceptance, you’ll face a quiz testing your understanding of Combine protocol:
• Correct patrol conduct
• Knowledge of divisions
• Weapon use and engagement rules
• Appropriate punishment justification

If you fail, you’ll need to retake it later. Study the rules and codes first.

Note: CP slots are limited. If full, you must wait for an open position.



Combine Ranks (Civil Protection & OTA)


TL;DR
• CP ranks: i4 → i3 → i2 → i1 → DvLDCOCMD
• OTA ranks: OWS → EOS → LDR → EOW
CP Command = DvL / DCO / CMD (command-level access).
• The Council counts as CP Command for access checks.



Civil Protection (CCA / CP)

Divisions (classes) — your specialty inside CP:​
  • UNION — Patrol & general law enforcement.
  • HELIX — Medical support (treatment & triage).
  • GRID — Technical/logistics (barriers, scanners, support).
  • JURY — Investigation & interrogation.
  • VICE — CP special forces (CQC/raids). Requires dedicated whitelist.
Rank ladder (lowest → highest)
  1. i4 — Enlisted entry. XP-based progression.
  2. i3 — Enlisted. Gradual equipment/responsibility increase.
  3. i2 — Senior Enlisted. More autonomy on patrols.
  4. i1 — Veteran Enlisted. Mentors lower ranks; higher responsibility.

  5. DvL — Section Leader
    CP Command: Yes. Leads squads; extended Nexus/command access.
    • Internal whitelist level: 1. Limited slots.
  6. DCO — District Command Officer
    CP Command: Yes. District-wide authority; large-scale ops.
    • Internal whitelist level: 2. Fewer slots than DvL.
  7. CMD — City Commander
    CP Command: Yes. Highest CP authority in the city; inter-division coordination.
    • Internal whitelist level: 3. Very limited; elite model/insignia.
Note: “CP Command” specifically means DvL / DCO / CMD. These (and the Council) pass command-access checks in-game.



Overwatch Transhuman Arm (OTA)

Divisions (classes)
  • ECHO — Versatile infantry (mid-range).
  • MACE — CQC specialists (breach/assault).
  • SENTINEL — Close protection & high-profile security.
  • RANGER — Recon & targeted interventions.
Rank ladder (lowest → highest)
  1. OWS — Overwatch Soldier
    • Entry rank (XP required). ECHO may receive SMG on promotion.
  2. EOS — Elite Overwatch Soldier
    Whitelist level 1. Enhanced capability.
  3. LDR — Squad Leader
    Whitelist level 2. Tactical leadership.
  4. EOW — Overwatch Elite
    Whitelist level 3. Top-tier equipment and status.



The Council — “The Consul”

Supreme local authority (unique). Counts as CP Command for access checks and may oversee/command both CP and OTA operations.​



Promotions & Access

• Lower CP ranks (i4→i1) and OTA OWS progress via XP.​
• CP command ranks (DvL / DCO / CMD) and higher OTA ranks (EOS / LDR / EOW) require whitelists (increasing levels).​
VICE (CP special forces) requires a dedicated whitelist plus internal training/approval.​



Who can grant whitelists?

CP & VICE: CP Command (DvL / DCO / CMD) and the Council.​
OTA: Overwatch Elite (EOW) and the Council.​
• Server administrators may assist when necessary (logged and subject to hierarchy/rules).​

Your unit name will automatically follow the Combine format:
C17.UNION-i3.####



Equipment and Abilities


Stunstick:
LMB – strike
RMB – shove
ALT + RMB – toggle charge

Zip-Ties:
Use on a nearby citizen to detain them.
Release through a command or cell terminal. Never leave detainees tied indefinitely.

Weapons:
• Recruit (i5–i4): baton only
• i3: pistol issued
• i1: SMG authorized under Judgement Waiver

Vendors:
Inside the Nexus, requisition officers supply:
• Zip-ties, ammo, health vials, manhacks, grenades (depending on division and alert status)

Door Access:
Access is automatic by rank. Higher ranks unlock restricted areas (e.g. prison, armory).

Available Commands:
/plazaelevator – Use near Plaza elevator to travel vertically.
/outpost1 – Teleports to Combine Outpost 1.
/outpost2 – Teleports to Combine Outpost 2 (usually OTA territory).

(These commands only work when used close to the correct device and by Combine factions.)



Radio System


Use /radio <message> or the designated radio key to communicate with other Combine units.
Typing certain codes will automatically play authentic Combine voice lines.

Refer to the Combine Violation Codebook for Radio codes and Violation Codes, it is required in order to succeed your objectives and be fluently understood by your team.

Use these codes over radio for immersion:
10-4, dispatch. Reporting a 63S at my 10-20, requesting 10-78.



Tactical Conduct


Protocol:
Begin with non-lethal enforcement. Only escalate when justified.
Always log charges and explain punishments IC.

Teamwork:
Operate in pairs or squads. Communicate via radio and follow orders from your DvL or Commander.

Professionalism:
Never reveal your identity. Address citizens as Citizen or Subject.
Stay calm, follow Dispatch, and maintain control at all times.

Patrols:
Keep presence in populated areas (Plaza, stations, checkpoints).
Engage citizens respectfully but firmly — perform random inspections, check IDs, and monitor behavior.

Escalation:
If a citizen resists, detain them (148).
If they flee, chase and call “10-78”.
If armed, announce a “94” and await backup.

Outlands Operations:
CP are city enforcers. The Outlands belong to OTA.
Do not operate outside Combine jurisdiction unless ordered.



Tips for New Units

• Always stay in character – never mix OOC frustration with IC authority.
• Keep radio chatter concise and professional.
• Log detainee charges and release them after their sentence.
• Respect chain of command – follow DvL, DcO, CmD orders.
• Respond to citizen /request calls promptly.
• Avoid unnecessary violence; use intimidation and procedure instead.
