Civil Protection – Official Player Guide (HL2RP)
“Serving the Union is its own reward.”Introduction
The Civil Protection, also known as the Combine Civil Authority (CCA), are the human enforcers of the Combine.Their duty: to maintain order, suppress rebellion, and enforce loyalty among citizens.
Joining this faction grants access to unique commands, equipment, and authority — but also responsibility.

Joining the Civil Protection
To become CP, you must first gain experience (XP) as a citizen. Once you meet the requirement you can apply to join through the character menu.From ranks RCT and i5 you need training ! You must ask for a training: any rank from i4 is able to give you a training.
Before acceptance, you’ll face a quiz testing your understanding of Combine protocol:
• Correct patrol conduct
• Knowledge of divisions
• Weapon use and engagement rules
• Appropriate punishment justification
If you fail, you’ll need to retake it later. Study the rules and codes first.
Note: CP slots are limited. If full, you must wait for an open position.
Combine Ranks (Civil Protection & OTA)
TL;DR
• CP ranks: RCT → i5 → i4 → i3 → i2 → i1 → OfC → SqL → DvL → DCO → CMD
• OTA ranks: OWS → EOS → LDR → EOW
• CP Command = DvL / DCO / CMD (command-level access).
• The Council counts as CP Command for access checks.
Civil Protection (CCA / CP)
Divisions (classes) — your specialty inside CP:
- UNION — Patrol & general law enforcement.
- HELIX — Medical support (treatment & triage).
- GRID — Technical/logistics (barriers, scanners, support).
- JURY — Investigation & interrogation.
- VICE — CP special forces (CQC/raids). Requires dedicated whitelist.
Rank ladder (lowest → highest)
- RCT — First rank, must stay at Nexus waiting for training. XP-based progression.
- i5 — Must be trained to access next rank. XP-based progression.
- i4 — Enlisted entry. Whitelist level 1.
- i3 — Enlisted. Gradual equipment/responsibility increase. Whitelist level 2.
- i2 — Senior Enlisted. More autonomy on patrols. Whitelist level 3.
- i1 — Veteran Enlisted. Mentors lower ranks; higher responsibility. Whitelist level 4.
- OfC — Officer
• CP Command: Yes. Leads troops.
• Whitelist level: 5. Limited slots. - SqL — Squad Leader
• CP Command: Yes. Leads squads.
• Whitelist level: 6. Limited slots. - DvL — Division Leader
• CP Command: Yes. Leads divisions (one per division); extended Nexus/command access.
• Whitelist level: 7. Limited slots. - DCO — District Command Officer
• CP Command: Yes. Assists the CMD. District-wide authority; large-scale ops.
• Whitelist level: 8. Fewer slots than DvL. - CMD — City Commander
• CP Command: Yes. Highest CP authority in the city; inter-division coordination.
• Whitelist level: 9. Very limited, only one for the whole Combines; elite model/insignia.
Note: “CP Command” specifically means OfC / SqL / DvL / DCO / CMD. These (and the Council) pass command-access checks in-game.

Divisions (classes)
- ECHO — Versatile infantry (mid-range).
- MACE — CQC specialists (breach/assault).
- SENTINEL — Close protection & high-profile security.
- RANGER — Recon & targeted interventions.
Rank ladder (lowest → highest)
- OWS — Overwatch Soldier
• Entry rank (XP required). ECHO may receive SMG on promotion. - EOS — Elite Overwatch Soldier
• Whitelist level 1. Enhanced capability. - LDR — Squad Leader
• Whitelist level 2. Tactical leadership. - EOW — Overwatch Elite
• Whitelist level 3. Top-tier equipment and status.
The Council — “The Consul”
Supreme local authority (unique). Counts as CP Command for access checks and may oversee/command both CP and OTA operations.
