More vendors/traders?

It's a bit of a weird proposition and I bet it's already planned, but...
1. Add trash items to the loot able trash piles AND place them around the city
2. Add some NPC's who will but those trash items (extra tokens for my city bros)
3. Maybe more NPC's in the out lands?
